Here's a letsrun thread on that very question! Cool! Thanks for tracking down that thread. I actually like both of those "indicators" as just workouts too.
I also see the point of just signing up for, and running, a 5K and trying to hit that pace.I'm more accustomed to setting marathon and half-marathon goals, and those really require planning, peaking, tapering, and it's more of a one-shot, circle the date, sort of deal.
My feeling is, even if I'm fit enough to hit sub-18, there will still be a decent chance I won't meet the goal by losing focus for a half-mile and coming up 10-15 seconds slower. I'm pretty confident in knowing the difference between running 6:00 and 5:45 miles, but over such a short race, and a potentially crowded start, could be hit or miss.
I guess it's time to just sign up for one!
My opinion (at our level) is that really what you need, rather than any 'indicator', is to get out and race. There are plenty of them around so don't be shy of going out to see what you can do. These ain't marathons where you like or need to plan them out 4 months in advance and recovery is easy as a race effort doesn't take much out of you. Race, train, repeat.

Last sub 18 was July 2013, 17:17 and the 2014 goal is to improve on that. Hoping to do USATF Club Cross again in Dec. and to place higher I need to get faster in the 5K.
Got it done today with 17:49.06 and negitive split each mile.
I'm not really a surprised considering the work I've been doing but I also know this doesn't happen without putting in that work so I'm happy to get this little reward.

I'll be running a few 5K races soon enough (and will report in) but I'm not in shape to go sub-18 and the courses are not easy. I'll be making my run at sub-18 end of the summer.
Congrats, xhristopher! I won't be trying until a track series in June. 10k in April should give me a good idea of my fitness level though.
2016 Goals:
Will be perpetually trying until my legs fall off, or I quit, or something. Probably running around 19 or so right now. Ran 18:28 at the start of the year but sort of went the wrong way.
