I have "Keep my new maps private unless I explicitly allow them to be public" unchecked, but nothing seems to change.
If you're uploading data from a GPS device, there's a checkbox to make all maps public in the upload window that is most likely 'unchecked'. Check it, make sure it's checked.

I am uploading by "Upload Data From File", which does not have that option.
