I just left Chicago (miss it!) and after 3 winters running there my advice is to invest in at least one good, warm pair b/c on those single digit days especially, they are necessary. You might want to hit up Fleet Feet (near LP- although I'm sure the other locations are just as good). I got a pair of Sporthill tights there for about $40 which I didn't want to spend (grad student) but I ran in them almost continuously for months (and they're still in great shape). I'd never heard of Sporthill before that but now I love their stuff and have gotten other things of theirs winter running vest, etc). Also, if you're disgusting like me and if you don't often run w/ a partner, you can just run in them on multiple days so you don't need all that many pairs. My running partner has a pair of similar ones that were looser (b/c he's a guy) and he liked them a lot- you can find him (jdmcgregor on here under Happy Trails or the Ultra Runners).
I also usually have 1-2 pair of thinner (and cheaper) tights. I got some New Balance ones at the Sports Authority downtown - just off Ohio- they have amazing sales- also on shoes! I also had one pair of uber-warm ones from Nike (before I started boycotting them for being sweatshop monsters) that I can only wear if its 15* or less- they are so warm (usually too warm).

Ditto to what Katie said. (Hi Katie! I can't wait to live on the same coast as you.) I had a pair of tight ones, but didn't like running just in them. Sometimes i'd where them under the baggy ones. I don't know the brands of either but i do like them both. A couple times, i would wear my long johns under the baggy ones too. That works fine for me as sweating wasn't much of a problem when it's 0 deg F.
