It pretty much is (or Old Mexico is part of El Paso). I used to see TV commercials when I was growing up touting "Old Mexico" (Ciudad Juarez) as a place to go with your family ... and we did go quite often back then. Ironically, El Paso has one of the lowest violent crime rates in the US while Juarez, just across the river, might be the most dangerous city in the world right now.

Thanks, PET company. Now that I think about it, "mexican" food from a company named PET should have been a clue not to ever, ever buy this stuff.
