Kirsten, Wow, that's pretty scary, certainly weird. I would have tried to memorize as much of the plate as I could, but then again what good did it do if you lazy ass chief doesn't give a crap.

Modal I'm with you. The most effective repellent canister carries powder & hot lead.... Zoomie if you see that van again - anywhere - call 911 immediately and tell them what happened (doesn't matter what the van / driver is doin at the time). At the very least when they get pulled over it will put them on alert that they've been noticed and they'll move out of your area. And maybe law enforcement might find there's a reason to take them off the streets for a while.
