I've known several people that have had it, or at least programs like it. Sometimes the bills get paid with little problems, other times there is not enough money to pay all the bills.  The problem seems to be that you don't actually pay a premium, rather funds are raised more by a freewill offering.  Therefore sometimes the funds will be there, other times they won't be.  I don't know of anyone who didn't get at least  some money, but some didn't get anywhere near what they needed.

So I don't have any direct experience with it, just rubbed shoulders with those that did. Also, this information is kind of dated as it's been at least 4-5 years since I was around those people.  There business plan may have changed since then.
