I thought there used to be a pull-down feature when you started to type in the time of day, recent times would appear in a pull down for selection. Is that feature no longer available?

I think that's done by your web browser, not the site. Many current web browsers remember what you type into web page forms and offer to fill in that information as you type. If you reset your web browser, use a different computer, cleared your web history, or something else of this type, your web browser probably "forgot" your past fill-ins. It should start remembering them again as you fill in the forms.
