It used to be the case that if someone friend-requested you, you could view their profile without having to accept the request. You wouldn't have to accept or decline the request and still be able to see their profile. I don't know if this is still true.

I think it depends on their security settings. I get friend requests from folks I don't recognize, and some of their profiles I can check out and some I can't.
