In fact, this early morning I ran under similar conditions here in Lisbon: around 4 to 5ºC; no rain but moderately windy.
Well, in any case, I must say I'm NO fan of high temperatures - so, good enough as it is, as far as I'm concerned.
I thought that living in Lisbon was a guarantee for great weather, but it is probably the same as many foreigners think that icebears are walking in the streets of the Danish cities
