Liliya Shobukhova has been handed a two-year ban for doping, with her results from October 9, 2009, to be annulled.
This means she is set to lose her 2010 London Marathon title, as well as Chicago Marathon titles from 2009, 2010 and 2011, with her ban backdated to January 24, 2013. It will run until January 23, 2015.
The ban was announced by the Russian Athletics Federation on Tuesday, following abnormalities detected in her biological passport.
If the ban is confirmed following any appeal, her two World Marathon Major (WMM) series wins of 2009/2010 and 2010/2011 would also be annulled. The WMM series comprises the Tokyo, Boston, Virgin Money London, BMW Berlin, Bank of America Chicago and TCS New York City marathons.
Shobukhova had moved to second on the world all-time marathon list behind Britain’s Paula Radcliffe in 2011 following her 2:18:20 in Chicago, a result that is also set to be wiped.
“Lilya Shobukhova finally exposed as a drug cheat,” tweeted world record-holder Radcliffe following news of the 36-year-old’s ban.
“WMMajors: action needs to be taken to show cheating not acceptable. Monies won should be returned and rightful winners recognised,” she added. “Fraud on so many levels, so much money effectively stolen in appearance fees, winnings and endorsements.”
In a statement, World Marathon Majors confirmed that any athlete found guilty of a doping offence is required to repay any prize or appearance money earned at WMM events including WMM series prize money.
“WMM will continue to hold a stern line and supports all measures to ensure the integrity of the athletes competing in their races,” commented Nick Bitel of the World Marathon Majors general counsel. ”Cheats need to understand that they are not welcome in our sport and that they will be caught.”
Prior to her move up to the marathon, Shobukhova won world indoor 3000m silver in Moscow in 2006, as well as 5000m silver at the European Championships in Gothenburg that same year.

The fundamental principle of the Athlete Biological Passport (ABP) is to monitor selected biological variables over time that indirectly reveal the effects of doping rather than attempting to detect the doping substance or method itself.

As the international independent organization responsible for coordinating and monitoring the global fight against doping in sport, WADA has taken the lead in the development of the Athlete Biological Passport concept. WADA’s Athlete Biological Passport Operating Guidelines (ABP Guidelines) were approved by WADA’s Executive Committee and took effect on December 1st, 2009. This first version contained a standardized approach to the profiling of individual Athlete Haematological variables for the detection of blood doping (the ‘Haematological Module’ or 'blood module)
Since then, WADA ABP Guidelines have been continuously refined and the ABP approach has been successfully integrated into the anti-doping strategies of numerous International Federation (IF) and National Anti-Doping Agency (NADO) programs, resulting in a significant increase in the number of adverse analytical findings (AAFs) that are a result of targeting by the ABP as well as a number of direct anti-doping rule violations (ADRVs).
The 4th version of the WADA ABP Guidelines, which were approved by WADA’s Executive Committee in November 2013 and are available in the menu on the right, introduced a second module, the `Steroidal Module´, which becomes operational on January 1st, 2014. The Steroidal Module monitors selected urinary steroid concentrations over time in order to detect steroid doping.
WADA will continue to develop the ABP in consultation with stakeholders, by refining the present modules as well as adding new ones as they are finalized.

An expert examines a profile and finds it suscpicious
A panel of three then look at it independently and all must agree it is suscpicious
That panel gets further information (race program, any medical issues) and must still agree its suscpicious
Athlete gets a chance to offer further explanation
The panel of 3 considers the explanation, and again all must agree there is a case to answer, only then will a case be opened.

A biological passport is an individual, electronic record for each rider, in which the results of all doping tests over a period of time are collated. The passport for each rider contains:
• results of individual urine tests, • results of individual blood tests, • a haematological profile consisting of the combined results of haematological parameters analysed in a series of blood samples, • a steroid profile consisting of the combined results of steroid levels in a series of urine samples.
