I can't remember if it's legal in Montreal... Probably is, the way we are. I'm pretty sure it is legal in Toronto, in parks and such... The way I see it, if you make it legal, few women will actually be interested in exposing their whole breasts. But if it's illegal, then a big number of women will cry injustice. And why not? I was in Denmark when I was 17 and most women (from 17 to 77) were naked from the waist up in the camping site where I was staying. Honestly, I was the only one staring... I was shocked that young guys were not even ogling... But in the South of France, men definitely ogle there... :-) I don't think I'd want to take my bra off there. And I wouldn't do it here also... Female breasts have a very strong sexual connotation in America and I'm not sure we are ready for that sort of exposure just yet. Anyway... like you say, there are more important things to fix!

You cannot make a law that makes it illegal for people to expose their nipples only if they are women. Otherwise, you are creating separate laws for men and women.
