I think the pants are warmer than tights, because they allow more air to be trapped between the fabric and your legs. For really cold weather or people who get cold legs, something that is lined with polar fleece on the INSIDE would be ideal.

Depends on how cold it is, but tights work awesome on the sub 20 days for me. I've been out on a couple sub zero days where I would have to double up at least, but having at least 1 pair of tights on under a pair of pants usually does the trick. My problem is more so about my fingers freezing off!
Cold fingers are my issue as well. Other then hand warmers inside mitts, does anyone have any unique ideas?
I have never worn tight pants when I exercise, For me, a comfortable, short pants will make my steps feel more comfortable
Luckily my country always warm and hot so I think I don't need them.

Personally I prefer tights. I find pants too bulky and loose. It doesn't get that cold in NZ, but when I was in Canada recently tights were fine even in temps of -15C / 5F.
