I'm still a fairly new runner (3 years) and I only race a few times a year, so each race has been a PR for me.  I don't have the money to race often, so I only do it if it's a new distance or I haven't done the distance in a while and I want to see if I've improved.  That increases the odds of doing well.  i.e. I ran a 5k last week, but my last previous 5k was a year and a half before, so I was able to cut off a minute and a half.
