Good Bad & The Monkey
Under 20 degrees and my hands HURT! I can put on big bulky gloves and sometimes that helps. Hand warmers too. But I would prefer thin gloves that keep my hands warm.
Suggestions?
I'm running somewhere tomorrow. It's going to be beautiful. I can't wait.
Poor baby
I have all levels of gloves/mittens and I figured out last weekend in PA (15 and 12 degree runs) that I need 2 layers to start- no matter what- at that temp. Polar Fleece Power Stretch works well with a shell mitten over it.

I have a nice pair of Asics gloves that are pretty thin and work well down to around 15. Below that I like to wear mittens...they keep my hands warmer.

I have Raynaud's syndrome and so I need to wear gloves most of the year. I find that wearing several gloves does help a lot. Up here in Minnesota for my last several outdoor runs I wore three gloves on each hand. A moderately thin insulated glove, a thick wool mitten and a large leather mitten and I was acceptable comfortable. But these are pretty bulky, but you should try to layer two thinner gloves and see how that works. That is what i will often wear when it is in the thirties up here.

I wear Smartwool gloves for above freezing.
The North Face windstopper fleece gloves for 30 to 0.
And I double both together under 0.
I have, on occasion, taken my fingers out of the ends and balled them up into a fist inside my gloves(especially at the start of my run) to get them warmer. Mittens will keep your fingers warmer overall but they can be a pain to use an iPod or watch with.
Get your core warm. That's the only thing that will help.
Runners run
Makes it worse, actually. The harder I run, the warmer my core gets, the worse my hands get. Blood flows to my legs from my fingers, methinks.

Interesting. When it is real cold and I only have one pair of gloves on my hands are cold until I warm up, and then they are fine.
To answer your question, gloves and mittens works the best for me, but that is a little bulky. I have done two pair of gloves and that works well enough. Layers.

Yeah, I ran with two layers of gloves (and everything else) training through the winter in NH. Light liner gloves with regular gloves on top.
I am not as bad as the top two although the bottom two pictures could be me.
I found a pair of gloves with the mitten part that flips over the fingers( mitten part is bright green and windstop type fabric). Ran last week in 30 mph winds and 9* and fingers were toasty warmish!
I ran in those same gloves (I think)- mine are Brooks- in 15 degrees and my hands were not warm enough. I had to tuck them into my jacket sleeves for a mile or so then I warmed up.
