that's a bulletin for this year's (2008) marathon... while costumes can indeed appear as odd apparel this guy's just seems plain odd to me.

I'm still going with the burn victim theory. If I could read the text on the marathon page, I'd figure out his name from the race results and do a search to see if I could find any other races (and therefore pics) of the same guy. I figured out it's a guy anyway....
