Could be. There are other online references to a controversy following that, and a timing change, but of course, they're online articles -- who knows.

However, here is an article from sportsillustrated online about Nancy Hogshead and Carrie Steinseifer tying and both receiving gold in the 1984 (Los Angeles) women's 100 free.

It's a 5k. It hurt like hell...then I tried to pick it up. The end.

At some point I read a much more extensive explanation of the process that led to hundredths being used in track...I just can't find it now.
