It's illegal in all 50 states. In many it is considered a felony.

I only ask about the hair bc mine is very similar and has started to snarl when its sweaty or wet from rain. I had to have my MOM brush my hair out like a 6-year-old on Sunday because it got so bad. Gonna start braiding it if I don't get a trim.
