To be fair, thats not the name of the list. It isn't necessarily classical PEDs.
I know and that's kind of my point. Just because it's on the banned list doesn't mean they are all equal in terms of severity.

There always has been room for judgement calls.
There was a student athlete last year in the UK who ate a brownie that he didn't knwo contained cannabis. He got a minor ~ 6 week ban and a lecture on being MUCH more careful.
Hope Solo was facing a 2 year ban, but basically got off with a warning and told not to rely on her GP for medication, only use team doctors.
In these cases it is worth clarifying that there is an admission of the case. Any subsequent case would therefore be a 2nd offense and that is 8 years - life ban as the typical punishment.
The 2015 code is getting a little more discriminating in first offenses, but there is room to go further.
