Does anyone know anything about this insane race? I am finding bits and pieces on it. Is it truly an invitational?

I read the first 20 meters for the top people is a fight to get through a doorway.
MTA: the rules indicate "Babystrollers / Babyjoggers are not permitted on the race course". What? no strollers in a stairclimb? Outrageous.
