Nice post.
Once consideration I would add is that drop-bag strategy depends quite a bit on whether it's a loop course or point-to-point. For point-to-point, you have to think carefully about what gear you'll need when.
Funny thing, I ran Western States in 2012, paced a friend in 2013. My drop bags contained 100% gear. His contained 100% food.

I put a ziplock bag of provisions (food, bandaids, pills, TP, batteries whatever) in the drop bag, so I can just drop off the spent baggie and pick up the fresh one.
Body glide to reapply. Every. Time.
