I think I finally may be getting it back. I slowed things down this morning - pace was 11:09 for the 3.2 miles - and HR stayed down too - 155 avg. Now all I need is for the temperature and humidity to go down! I'm still a bit nervous about Parks Half Marathon being a month away, but I'm pretty sure if I ramp up slowly I'll be ready to run the race - and at least finish it (I doubt I'll be running for time this year).
