Not sure what keeps happening with my tempos. Cant seem to roll at an even pace, then I just wear out. The wind hopefully was a bit of a factor. First mile with the wind, second against it, then next half mile still against it (not sure why pace picked up on that one) At 2 1/2 miles in, I didn't have it mentally to continue so decided to break it up into a cruise interval style tempo workout to get at least a good four miles of tempo effort in. That seemed to do the trick. Unfortunately, I keep getting a little excited on my shorter sections, thus the last 800m was a hare quick; unless I'm going off of HR, then it was spot on.
