Thank god for this runner, had she not been there during the mother and other woman's carelessness, at least one of those children would be dead. Sorry if I sound harsh, but when you have a stroller and you are near a hill or water source or street, or anywhere for that matter you ALWAYS make sure the wheels/brakes are locked before letting go, and even then you should never be too far from your children or have your back turned to the stroller.

Yes to all the above. Plus, the young woman had been a former certified lifeguard and thanks to her fitness and training, she was able to rescue the small children in the reservoir.
