What distances would you offer? (we're talking 5k and 20k right now.) - Sounds good to start than expand to 50k.
Finisher bling? - If you want to be different have a tech singlet or even shorts.
Entry perk? Shirt? Hat? - A hat would be good.
Feed at the finish? - This would be good especially if the location is in the middle nowhere. Typical burgers and hot dogs would be ok with me.
Cost? - The cheaper the better. It'd be nice to keep it at $40 for the 20k and less for the 5k.
Raffle? - Yeah that'd be good, and with donated sponsor stuff to raffle off, it wouldn't be an extra cost to the RD.
Anything else you can add? - Since the runs are only 5 and 20k you can probably get away with less variety at the aid stations. But there should be both water and an Electrolyte, some variety of Gels and some cookies. Cardinal Rule: Never Ever run out of water at the aid stations and at the finish line. I'd also add that if the water is from a well and tastes like crap, get bottled water. I would also add ice to the aid stations, but way up north in the fall time you probably won't have too many folks asking for it.

For the entry perk I wanted to say socks, and it seems more runners would agree. Just difficult to get the right sizes without breaking the bank.
“Before and After” pictures would be fun as both entry and finishers perks, but you’d have to get either a semi- or professional photographer with instant printing. Could be expensive and tricky to organize and keep track of at the race.
Timing: you could make it low key, with the RD starting a clock at the start and go from there. Most of the Tussey Teaser runs are “timed” this way. They have up to 80 runners. Or you get professional timing from a company, or perhaps through a local running club, with timing chips, automatic recording, etc.

20K for sure, no more than 50 bucks. The shorter races could go for 35.
I would do a shirt, but it would be a good tech shirt. I have RD'd a couple of small 5K's. The first year the shirts sucked. Those guys were from New Orleans, and I conversed with them over the phone. They send some pictures of graphics, etc. And when the shirts got here, they were not the way they should have been. Plus, the shirts were too thick... I was not happy. The second year I went with someone I knew in Baton Rouge, and they were much better.
If not a good shirt, I like pint glasses and/or trucker hats.
