The pace is low because it was my first run with a HRM. It appeared the 150bpm would be a good workout rate, but the disappointing pace has caused me to reconsider. The next long run will be aiming at 158bpm based on...

MHR = 182, RHR = 60. WHR = 122, 80% of WHR = 98, RHR+80%*WHR = 158. We'll give it a go, and see if we get a more acceptable pace.
