A lot of the arch is in the insole. Maybe try on a pair of shoes a half size smaller after removing the insole.

I've had flat feet my entire life. I currently use Brooks Addiction shoes in the summer, and Brooks Adrenaline ASR-GTX in the winter. I use New Balance Motion Control 3210 insoles with some added arch support padding. That combination has made for painless running. Superfeet insoles were not good enough - with those, I had ball of foot pain.
