I ran it in 2012 and don't recall the snow BUT it was nice and cold. I love it.
I'd prefer high 40s - low 50s (9-11C) but that's OK too. The key is, NO WIND!
I ran Niagara Falls last year, it was effing miserable - wind in the face all the way.
