The draft rules are out for consultation, and will be in place by the end of the year.

Each case (and they expect ~10/year) will have to have approval from HFEA. (Human Fertilization and Embryology Authority), who regulate all forms of assisted conception.

This will put Britain in a unique place, as the only nation in the world, where modification of the inheritable human genome is legal.
