What does PCR mean?

The definition from the training plan im using:
PCR (Progress Calibration Run):
This is an Out & Back run (our term for a Tempo run, or a Steady State run) but done under more controlled conditions. The idea is that now you are running at given effort (pre-set Heart Rate) and at a faster pace. This is a yardstick for your progress. This workout will give you important feedback of how your training is progressing and determine how the upcoming workouts should be performed.
Read the Workout Description we have provided for PCR and perform the workout carefully.
Workout Instruction:
Do a race-like warm-up; this is a good time to start getting your own race warm-up routine. (A race warm-up usually consists of 10 - 20 minutes of easy running with some stretching and a few strides.)
Run strongly and evenly; but know that this is still NOT A RACE!! You should finish feeling that you could have run faster and further if you wanted to
No sprinting at the end to catch up with the time by squeezing a few seconds in the final yards

So kind of like a tempo run? Do you use a heart rate monitor?

No, I don't have one. I am for more a constant perceived effort.

ok, yeah I don't use one either, but I see that a lot of people do. They seem kind of annoying to me personally.
